WhatsApp Business API Pricing in India (2026): What Meta Actually Charges
Meta's per-message WhatsApp rates for India, which messages are free, the GST maths, and the INR migration deadline every Indian business needs to know about.
Most "WhatsApp API pricing" pages you will find are written by resellers, and the number they quote is their number, not Meta's. This post is the other thing: what Meta itself charges a business in India per message, taken from Meta's published rate card effective 1 July 2026, which messages cost nothing at all, and the one deadline that will stop your messages from delivering if you miss it.
The pricing model in one paragraph
Meta charges per delivered template message. Not per conversation, not per contact, not per month. If a template message is not delivered, it is not billed. The price depends on two things: the category of the template (marketing, utility or authentication) and the country code of the recipient's phone number. Where your business is registered does not matter. A message from a Mumbai number to a London number is billed at the UK rate.
India rates, per delivered message
These are Meta's list rates for recipients with an Indian (+91) number, effective 1 July 2026 and still current. GST at 18% is added on top when you are billed in rupees.

Two things stand out. Marketing is roughly seven and a half times the price of utility, which is why the template category you submit matters far more than most people realise. And international authentication (a one-time passcode sent to an Indian number from a business Meta classifies as international) is more than twenty times the domestic rate. If you send OTPs, check which category your templates land in.
For comparison, the same marketing message to a recipient in North America is ₹1.83, to the UK ₹4.65, and to Germany ₹10.01. India is one of the cheapest markets on the card.
What is free
This is the part resellers tend to leave out, because it is where the money is not.
- Replies inside the 24-hour window are free. When a customer messages you, a 24-hour customer service window opens, measured from their last message. Every ordinary, non-template message you send inside that window costs nothing. A back-and-forth conversation with a customer is free for as long as they keep replying.
- Utility templates inside that window are also free. An order update or booking confirmation sent while the window is open is not billed. Marketing and authentication templates are always charged, even inside the window.
- Click-to-WhatsApp ads open a 72-hour free window. When someone reaches you through a Click-to-WhatsApp ad or a Facebook Page button and you reply within 24 hours, that reply is free and it opens a 72-hour window in which every message type, including marketing, is free.
- Service messages are never charged. There is no service category on the rate card.
The practical consequence: a business that answers inbound conversations quickly, and reserves templates for the moments a customer has gone quiet, pays very little. A business that broadcasts marketing templates to a cold list pays about a rupee per delivered message, every time.
Volume discounts, and why you can ignore them
Meta publishes volume tiers for utility and authentication messages, starting at a 6% discount above 25 million utility messages per month. Marketing has no tiers at all. No small or mid-sized business will reach these thresholds, so plan on the list rate.
Who sends the bill
You add a payment method to your WhatsApp Business Account in Meta's Billing Hub, and Meta invoices you directly. The deadline: migrate to INR by 31 December 2026
Since January 2026 Indian businesses can be billed in rupees. That option becomes mandatory. By 31 December 2026 every India-eligible WhatsApp Business Account must be migrated to INR billing, and from 1 January 2027 Meta stops delivering messages from accounts that have not migrated. If your account is still billed in dollars, put the migration on the calendar now. It is done in the Billing Hub, and it takes minutes.
A worked example
A clothing brand in Pune gets 1,200 inbound WhatsApp messages a month from Instagram comments and ads, answers each one inside the window, and sends a marketing template to 3,000 opted-in contacts once a month.
- 1,200 inbound conversations, answered in the window: ₹0
- 3,000 marketing templates, say 2,850 delivered: 2,850 × ₹0.8631 = ₹2,460 plus GST, about ₹2,903
The broadcast is the whole bill. Everything the business did well, replying fast, cost nothing.
